I feel like they're deliberately holding back Jiraiya because the writer doesn't know Jiraiya very well, or so he doesn't end this fight in a matter of seconds. Also, did Jiraiya learn of the Rinnegan while he was fighting Pain? Because I swear he at least heard of it before that...
